Abstract

In this article are researched the participation, specific features and forms of participation of citizens in the norm-making process. In particular, the participation of citizens in the norm-making process, as legislative initiative, public discussion, contracting, public discussion, regulatory impact assessment and referendum are systematically analyzed. Also, proposals and recommendations on the problems associated with the implementation of the right of citizens to participate in the process of norm-making and their theoretical and legal solutions have been made.
